Notice of Regional Quarantine Affecting Bird Owners Effective November 13, 2002

Exotic Newcastle disease, a severe disease of birds, has been found in backyard poultry in Los Angeles, Riverside, and San Bernardino Counties. The California Department of Food and Ag-riculture, Animal Health and Food Safety Services (hereinafter “the Department”), is engaged in an active eradication program to remove this disease.

To prevent the spread of Exotic Newcastle disease, the State Veterinarian has imposed a quar-antine (Food and Agricultural Code Section 9562) that affects the owners of poultry (see list of species below) and poultry exhibitions within the quarantine boundaries defined below.

Quarantine Boundaries: All of Los Angeles County. That portion of San Bernardino County south and west of State Highway 58 from the Kern County line to Interstate Highway 15, Interstate Highway 15 from State Highway 58 to State Highway 247, State Highway 247 from Interstate Highway 15 to State Highway 62, State Highway 62 from State Highway 247 to the Riverside County line. That portion of Riverside County west of State Highway 62 from the San Bernardino County line to Interstate Highway 10, Interstate Highway 10 from State Highway 62 to Golf Center Parkway (State Highway 111), Golf Center Parkway (State Highway 111) from Interstate Highway 10 to State Highway 86, State Highway 86 from Golf Center Parkway (State Highway 111) to the Imperial County Line. Poultry species quarantined: Chickens, turkeys, ducks, geese, grouse, partridges, pheasants, quail, guinea fowl, pea fowl (peacocks), doves, pigeon, swans, ratites, (emus, os-triches, rheas, etc.) and their eggs.

Action Required: Segregate the population of poultry species described above from other animals and animal products no later than 8:00 a.m., November 13, 2002. The method of seg-regation shall be: a compliance agreement with the Department is required for the exhibition of chickens, turkeys, ducks, geese, partridges, pheasants, quail, guinea fowl, pea fowl, doves, pi-geons, grouse, swans and ratites, and for the movement of poultry and eggs (unless washed, sanitized and packaged in new materials) out of the quarantine area. All owners of commercial poultry shall immediately report any clinical signs suggestive of Exotic Newcastle disease, and any unexpected decreases in egg production or increases in mortality (above expected rate for strain and age) by phone to the State Veterinarian at (916) 654-0881. If all parameters are normal, owners shall report this each week by fax or email on a form provided by the Depart-ment. Failure to comply with this Notice is a violation of Title 3, California Code of Regulations, section 1301.8.

Appeal: Anyone subject to this Notice may request an informal hearing, pursuant to Chapter 4.5 (commencing with Section 11400) of the Division 3 of Title 2 of the Government Code and Title 3, California Code of Regulations, Section 1301.3 by contacting the Department, Animal Health and Food Safety Services, 1220 N Street, Room A-114, Sacramento, CA 95814, tele-phone (916) 654-0881, facsimile (916) 653-4249. A request for hearing must be received within seventy-two (72) hours of the publication of this Notice.
